"speaking about" and "speaking of"

5ヶ月前
Hello everydoby!
Could you please explain the difference between "speaking about" and "speaking of" to me? Why do I have to use "speaking of" in the sentence below?
"Speaking about / speaking of a big city, there should be means of transport which are plenty in number to carry crowds of people especially in rush hours and varied in price."
Thank you!

'' 7) However, there is one major disadvantage of all modern means of transport — they are harmful not only to a person who uses them but also to the environment and all the human beings. 8) Speaking about a big city, there should be means of transport which are plenty in number to carry crowds of people especially in rush hours and varied in price.
